VOLUNTARY ORGANIZATION AND MANAGEMENT OF WELFARE

Development Voluntary Welfare Associations (PSK)

accordance with the National Social Welfare Policy to promote a caring society, the Department encourages the participation and community involvement in providing services to the distressed and disadvantaged through Voluntary Welfare Associations. Welfare Services is a shared responsibility between government and society.

Social Welfare Department (JKM) provides Financial Assistance to Voluntary Welfare Associations Government as encouragement and support to those who cooperate with the Government in meeting the social needs of the country by providing a range of services and facilities for the community in need.

Government Financial Assistance Grants to Voluntary Welfare Associations (PSK)

Purpose

The purpose of the grant of Financial Assistance to Voluntary Welfare Associations Government is to encourage community involvement and participation in welfare programs and services and adding to the services provided by the Government

Policy of the Government Financial Assistance Grants are provided as a guide to determine qualifications and criteria in granting of Government Financial Assistance to NGOs


Basic Conditions of Qualification for Consideration of Government Financial Assistance

Eligible to receive government financial assistance

Voluntary Welfare Organisation which will be eligible for Social Welfare Department Government Financial Assistance are as follows

  1. Registered with the Registrar of Societies under the Societies Act 1966, the Companies Act 1995 or other legislation related;
  2. Local organizations;
  3. POrganizations in the nature of welfare (welfare-related) that handle preventive, rehabilitation, care and protection and development of the target groups under the responsibilities and functions of the Department;
  4. Registered under the Care Centres Act 1993 which conducts residential institutions or Day Care Center or other law-related;
  5. Not have sufficient financial resources to run the programs ; dan
  6. Have future plans to bear the cost of funding programs after the grant is disbursed.


Type of Government Financial Assistance

Government Financial assistance is divided into 8 types:-

  1. Administration
  2. Ration
  3. Special Allowance for OKU Students
  4. Employee allowance
  5. Repair
  6. Services management
  7. Sheltered workshop
  8. Senior Citizens Day Care Centre


Procedure for consideration of Government Financial Assistance

All applications must go through the Government Financial Assistance District Social Welfare Office (PKMD) for investigation and forwarded it to the State Social Welfare Office for support before being submitted for approval at the Headquarters of the Department of Social Welfare.

Conditions of Government Financial Assistance Grants

NGOs have been considered for the Government Financial Assistance must fulfill the following conditions: -

  1. Representatives of the Social Welfare Department of State / District to occupy the Executive Council or Committee of the organization as "ex-officio". Department representative role is to provide advice and determine the overall management of the organization in terms of implementation of programs and activities, financial affairs and orderly administration according to relevant regulations stipulated.
  2. Representatives of the Social Welfare Department will make inspection visits, review of financial records and make inquiries based on complaints received.

PERMIT FOR COMMERCIAL SUPPORT OFFICER

The purpose of Expatriate / Visa Support

Support from the Social Welfare Department is required by PSK to apply Expatriate Permit / Visa from the Immigration Department, to ensure that the handling Expatriate Support / VISA by JKM to Voluntary Welfare Associations to be implemented in an efficient, thorough, well-organized, well-planned and effective, whether at the District Social Welfare Office / Colonial, State and Social Welfare Department Headquarters. Expatriates are foreign nationals who possess experience and skills related field required by PSK.

Support Work Process from Expatriate / Visa Officer

  • • Expatriate / Visa Application Support by the PSK must be submitted to the District Social Welfare Office (PKMD) nearby.
  • • PK Coordinating Officer, will conduct a thorough investigation into the PSK who apply Expatriate Support / Visa
  • • Review by District PK Coordinating Officer and District Social Welfare Officer, on Expatriate Support either making support based on the investigation.
  • • Complete report of PKM should be sent to the District Social Welfare Office and submitted to JKM Headquarters .
  • • Director of Social Welfare will provide support based on the review of the District Social Welfare Officer and submit to JKM Headquarter
  • • Coordinating Officer PK, JKM Headquarters will provide a letter of Permit Support to Expatriate Officer letter signed by the Director PK.
  • • Submitted to the PSK.

TAX EXEMPTION SUPPORT

The purpose of Tax Exemption Support

Support from the Social Welfare Department is required by the PSK who applying Tax Exemption Support from the Department of Revenue Tax Exemption in the State ,to ensure that the handling of JKM Tax Exemption Support to Voluntary Welfare Associations implemented efficiently, careful, methodical, well-planned and effective, whether at the District Social Welfare Office / Colonial, State and Social Welfare Department Headquarters. Tax exemption means tax imposed on income from education, business, dividend, rents, royalties, pensions, other income received by an individual, company, cooperative, and the Association each year.

Workflow for Tax Exemption Support

  1. Application for Tax Exemption Support must be submitted to the District Social Welfare Office (PKMD) nearby.
  2. PK Coordinating Officer, will conduct a thorough investigation into that apply for PSK Support Tax Exemptions.
  3. Coordinating Officer and District Social Welfare Officer make recommendations based on investigations conducted.
  4. Complete report from District PKM should be sent to the State Social Welfare Office.
  5. Director of Social Welfare will provide support based on the review by District Social Welfare Officer and submit to JKM Headquarters .
  6. PK Coordinating Officer, JKM Headquarters will provide Tax Exemption Support letter signed by the PK Director .
  7. Submit to PSK.
