Witness Support Service Program

Starting 1 Julai 2003 - KSS service as a pilot project in the Sessions Court and Magistrate, Jalan Raja Laut, Kuala Lumpur.

What is Witness Support Service

In Malaysia, modeled according to Britain's Witness Support Service run by an NGO called Victim Support, an organization that provide support to victims of crime, including children and adults


  • • Provide services to reduce the anxiety and trauma to children who witness
  • • As a communication channel between the police, prosecutors and children involved.


Children who become witnesses in court encounter a frightening and disconcerting experience. This feeling is caused by the following factors:-
  • • Ambiguity about their role as witnesses
  • • Lack of knowledge about court procedures, the role of the court staff and court layout
  • • Often have to wait, sometimes close to the accused, family or supporters who cause the witness felt threatened
  • • A child witness may do not understand or do not feel ready for the process of cross-examination in court
  • • Feel afraid when in the cage of witnesses and in the court presence
  • • Giving testimony at court is itself a difficult experience

Roles and responsibilities for Witness Service employees

This service is free and confidential and handled by trained personnel. Witness Service employees will do not talk about the case or give any legal advice. Witness Service employees role is:-
  • • Provide information about court procedures
  • • Offering emotional support to witnesses and family.
  • • They fulfill in court
  • • Creating personal relationship help related court hearing but not on the evidence cases.
  • • A visit to the court before the trial to familiarize themselves with the layout of the court
  • • Prepare to accept the court's decision on the case or other matters
  • • Practical assistance such as transportation to court
