The conditions for setting up TASKA are as follows:

1. Registered with the Companies Commission of Malaysia (SSM) or the Registrar of Societies (ROS).;
2. Meet JKM minimum standards:
   1. The ratio of guardian to occupants:
      • • Kids / Teenagers
        1. Below 4 years old = 1 : 5
        2. 4 to 10 years old = 1 : 18
        3. 10 years and above = 1 : 18
      • • Disabled People ( OKU )
        1. OKU = 1 : 10
        2. OKU severe / lying= 1 : 4
      • • Senior Citizen
        1. Senior Citizen = 1 : 18
        2. Diseased senior citizens / bedridden = 1 : 4
   2. Citizens or non-citizen guardian must be aged 18 years and over;
   3. Comply with the floor space ratio of occupants which is :
      • • Children below 10 years old and OKU are 3.5 square metres;
      • • Teenagers and senior citizen are 3.0 square metres ;
   4. Prepare and display a balanced diet menu schedule and daily activities schedule according to occupant's age levels;
   5. Care centre have the necessary equipment and appropriate furniture, safe and sufficient for the needs of occupants;
   6. Prepare and maintain records in care centre; and
   7. Maintain cleanliness and safety on and off the care center premise.
3. Have the support or approval from technical agencies such as:
   • • Local Authorities (PBT);
   • • Fire and Rescue Department;
   • • Health Department; and
   • • Department of Lands and Survey (Sarawak only)
